The Bureau of Alcohol, Tobacco, Firearms, & Explosives
Entry Level - Forensic Laboratory Technician (IBIS) Opening

NLT Management Services has an immediate contractor position available to work in The Bureau of Alcohol, Tobacco, Firearms, & Explosives Forensic Science Lab located in Walnut Creek, CA just outside San Francisco.  If you want to take your Forensic Science skills to the next level in an interesting, exciting, & rewarding career this is the job for you.
 
 
Required Education
Candidate should have an Associates Degree or Bachelor degree from a four (4) year institution with a major in/towards Natural or Physical Sciences (Forensic, Biology, Chemistry, Physics, Engineering, or Material Science) is required. A masters degree in Forensic Science is preferred but not required.Prior internship in the toolmark, firearms examiners fields a plus but not required.


Lab Technician – General Knowledge/Skills
 
a)      The following knowledge and skills are not all inclusive, but are indicative of the requirements for contractor personnel:
 
i)        Microsoft Office (Word, Excel, PowerPoint, and Outlook), experience is required in order to prepare documents, listings, tables, briefings, and worksheets.
ii)      Microsoft Office (Access, Project, Vizio) experience is desirable.
iii)    The capability to exercise administrative judgment and assume responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.
iv)    Ability to exchange non-routine information using tact and persuasion as appropriate requiring good oral and written communication skills.
v)      Ability to exercise independent judgment in resolution of administrative problems.
vi)     Capability to exhibit accepted customer service practices and professional acumen in response to daily tasks, due dates, and requests for information.
 
b)      Scientific laboratory technicians are responsible for laboratory-based tasks, which include sampling, testing, measuring, recording and analyzing results in biological, chemical, physical and life sciences. They also provide all the required technical support to enable the laboratory to function effectively whilst adhering to correct procedures and health and safety guidelines.
 
c)      Scientific laboratory technicians carry out fundamental tests as part of a scientific team. These tests assist in the advancement and development of modern medicine and science. The work plays an important role in the foundation stages of research and development (R&D) and in scientific analysis and investigation.
 
d)     The main function of a scientific laboratory technician is to perform the specific scientific procedures that allow scientists to perform the more complex analytical processes of the laboratory. 
 
e)      Possesses basic research skills in order to perform research and gather data from a variety of sources.
 
f)       Has knowledge of scientific and specialized terminology used in a laboratory.  Must be able to recognize and use scientific terminology to deal with callers (such as equipment vendors, repair personnel, and customers) and in preparing scientific documentation and laboratory reports that are based on rough drafts or verbal instructions.
 
g)      Be capable of soliciting quotes to procure equipment, supplies, and other materials needed for processing of cases.
 
h)      Maintains job proficiency within one’s area of responsibility by obtaining job-related knowledge, skills, and abilities through formal instruction, research, and other educational venues and/or job enrichment opportunities for self development.
 
Along with the skills above, the following are also required…
 
Forensics Laboratory Technician (IBIS):
 
This Laboratory Technician uses the Integrated Ballistic Identification System (IBIS) or other ballistic imaging equipment to examine physical evidence associated with firearm investigations.  The technician will receive formal instruction and on-the-job training assignments to develop knowledge and understanding of the applicable principles.  Additional training will be provided so that the incumbent will be able to safely test fire a variety of firearms and identify ammunition and ammunition components.
 
Records test results on standard forms, works under close supervision of the Section Chief, a senior Firearm and Toolmark Examiner or IBIS Specialist until the technician gains experience.  Responsible for independently planning and completing the assigned work.   Additional guidance is available for unusual or non-routine situations.   The completed work is reviewed for accuracy and adherence to accepted policy and procedures
 
            Technical Responsibilities of Forensics Laboratory Technician (IBIS)

a)      Examines physical evidence associated with firearms cases, using microscopy, measuring devices, photography and IBIS imaging techniques.
b)      Assists firearms examiners in interpreting, analyzing and evaluating the results of IBIS and/or firearms examinations and preparing draft reports based on results.
c)      Cleans and maintains firearms and examination related resources such as bullet recovery systems, ranges and tools.
d)     Handles, operates and test fires a variety of firearms and ammunition following all safety procedures.
e)      Assists firearms examiners with the inventory, preparation and examination of firearms evidence associated with complex cases.
f)       Establishes and maintains outside sources for information concerning materials and items examined in IBIS casework.
g)      Assists in other areas of the Forensic Science Laboratory, such as evidence control, instrument maintenance and administrative duties.
h)      Uses time and other available Bureau-provided resources in a reasonable and cost efficient manner.
i)        Conducts and completes assigned tasks with a level of independence requiring some guidance but not repeated in same or similar circumstances.
j)        Has knowledge of scientific and specialized terminology used in a laboratory.  Must be able to recognize and use scientific terminology to deal with callers (such as equipment vendors, repair personnel, and customers) and in preparing scientific documentation and laboratory reports that are based on rough drafts or verbal instructions.  Previous experience with Firearms is desired.
 
Other items:
 
Candidates with a current TS or Secret clearance preferred but not required.
 
Condition of employment – Candidates MUST be able to pass a very detailed security background.

Compensation
Pay Rate hourly from $23.50 to $26.00 depending on qualifications plus $3.71 an hour for health and welfare.
