Many years ago, wasn't there an AFTE article/presentation of the history of these firearms?

The information I have is that PIC stands for Precise Imports Corporation, and that the revolver was made by "Ronchi" in Italy. The logo in front of the serial # on the butt is supposed to be the Ronchi logo (RTS). And when I look up Ronchi, I get: RTS is a logo owned by Stefano Ronchi of Treviglio Italy. Ronchi produced a variety of blank-firing revolvers under the RTS trademark, eventually being bought out by "Gun Toys" and eventually owned by Umarex. The example seems to be only 3" barrel.
I hope that gives you a jumping off point.
