Major Duties:
The incumbent serves as Laboratory Program Manager for firearms
programs including the National Integrated Ballistic Information
Network (NIBIN) and the National Firearm Examiner Academy (NFEA). 
The incumbent develops and establishes policy concerning the overall
program objectives, goals, resource requirements and milestones for
the laboratory's participation in the NIBIN, NFEA and other firearm
initiatives.  Conducts short and long-range planning in response to
or in anticipation of, changes in legislation, funding levels and
program goals. Serves as a principle advisor to the Director,
Laboratory Services, Assistant Director and Deputy Assistant Director
(Science and Technology) on matters related to NIBIN, NFEA and other
firearm programs requiring significant laboratory participation.
Serves as the chief laboratory spokesperson for the programs, both
within and outside the Bureau. Prepares and presents briefings and
papers to the Bureau's Executive Staff, the Department of Justice and
other Federal, State, local and foreign agencies, law enforcement and
forensic-related organizations and the general public. Provides
advice to and coordinates with Federal, State, local and foreign law
enforcement agencies regarding the laboratory's capabilities in
support of the NIBIN and NFEA programs.  Employs technical expertise,
combined with knowledge of planning and analysis principles to
formulate concepts, design projects, implement procedures, protocols,
evaluate results, identify problems and initiate solution related to
the laboratory's role in combating violent crime.  Directs Laboratory
Services' staff responsible for analyzing and evaluating ballistic
data as it pertains to firearm-related criminal activity and patters,
nationally and worldwide.  Ensures the timely dissemination of
technical information to law enforcement organizations, forensic
laboratories, intelligence organizations and military agencies, both
foreign and domestic, as it relates to violent crime.  Serves on
inter-and intra-agency working groups to coordinate sensitive
initiatives, large-scale investigative operations and topics related
to improving, expanding or modifying program efforts to maximize
NIBIN systems utilization throughout the law enforcement community.
Exercises authority, within budgetary and general policy constraints
to commit the laboratory to courses of action involving the NIBIN
Program and to enter into agreements on matters impacting Laboratory
Services.  Serves as a major contact with the firearms industry
regarding ballistic imagining issues and concerns.  Meets with top-
level representatives of private industry and special interest groups
to negotiate matters affecting the laboratory's portion of the NIBIN
Program and to respond to inquiries, concerns and criticisms of the
program. May testify in congressional hearings or brief congressional
staff members as the Laboratory Services expert on the NIBIN Program.
Participates in meetings to discuss mutual concerns involving the
expansion of the NIBIN system or the application of recent
innovations.
