Hi there
wanted to ask if it is possible to know the history of the ‘SPEER .38 Special’ head-stamp
1-Date first used,?
2-Is it still in production?
3-Has it been a continuous run of manufacture?
Particularly interested if it was widely available in the 1960’s?

from the dot between the 38 and the SPECIAL it seems to be an Olin production for CCI.

Due to the complete caliber designation I would speculate that it not too recent.
Cartridges with this headstamp have been seen in the "old" yellow plastic boxes with "CCI Omark Industries" on them.

You probably get detailed answers to your questions from Paul Szabo (TA at Olin/ Winchester)
