SUPERVISORY, FIREARMS IDENTIFICATION SPECIALIST

Agency: Metropolitan Police Department, Investigative Services Bureau, Firearms and Fingerprint Examination Division

Brief Description of Duties:
The incumbent supervises and administers the work product of civilian and sworn members of the Firearms & Tool Mark Examination Section.  Directs, plans and adjusts schedules and priorities, based on workload demands.  Receives incoming work and makes assignments based on the technical skills and expertise of the employees, reviews completed work to amend, reject or approve technical findings.  Reviews performance standards, evaluates civilian and sworn subordinate's performance.  Counsels and conducts interviews with subordinates relative to commendations, complaints and disciplinary action issues.  Makes recommendations on the more serious disciplinary cases.  Maintains requisite knowledge of civilian and sworn union contracts and general orders.  Recommends personnel actions, such as promotions, demotions, reassignments, adverse actions, details, etc.  The employee will conduct and participate in the interview and selection process of candidates to fill vacant positions.  Approves or disapproves leave; coordinates various schedules to insure office coverage.  Identifies developmental and professional training needs of subordinate employees.  Provides technical training and monitors progress of participants in the MPD Firearms and Firearms Technician Training curriculums.  Conducts oral boards and moot court sessions for training purposes to include guidance on high-pressured courtroom tactics, demeanor, oral presentations, etc.   Monitors Federal grants and MPD overtime, which includes coordinating and implementing programatic procedures; ensuring adherence to grant and authorized specifications; monitoring expenses and meeting reporting requirements. Completes periodic reports on the types and volumes of forensic firearms evidence, productivity, performance, equipment and proficiency of employees, processes and protocols and provides recommendations to address methodology to maximize effective productivity.  Ensures quality control, integrity and compliance with established protocols and guidelines relative to receiving weapons, test firing firearms, defense examinations, serving CANS notification, court testimony, evidence identification processes, security, record maintenance, accidents, case completion's, evidence submissions, serial number restorations, NIBIN forensic imagining, etc. Identifies and evaluates any Section inefficiencies and recommends solutions.  Serves as the Department's expert on all firearm related issues to the Executive Command staff, training personnel and external entities for development of policies, public announcements, training personnel and external entities for the development of policies, public announcements, training, testimony, forensic examination, firearms evidence, service weapons, handling of evidence, etc. Maintains liaison with firearms and ammunition manufactures to keep abreast of modification, reference materials and technical expertise.  Attends conferences, international seminars, lectures and periodically addresses law enforcement groups.  Reviews, monitors and evaluates the section's Quality Assurance program to include technical and administrative reviews, court testimony monitoring, internal proficiency testing, internal and external customer surveys, etc. Performs other job related duties as assigned.

•   Candidates must have one (1) year of specialized experience. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
