The Virginia Department of Forensic Science is seeking a qualified applicant to serve as the agency Program Manager for Physical Evidence programs (Firearms and Toolmarks, Latent Prints, Questioned Documents, Bloodstain Pattern and Digital Evidence). The person in this position will ensure all laboratory operations meet or exceed accreditation standards and will work collaboratively across program areas with other Program Managers to accomplish agency-wide goals. They will have an understanding of technical protocols and other important issues within this management area and be able to effectively communicate these issues to the Technical Services Director and other Program Managers. They will also design a framework for developing and effectively delivering and evaluating new and ongoing agency-wide programs while obtaining input and buy-in from agency Section Supervisors.
Minimum Qualifications: Bachelor’s degree in natural science, criminalistics, toxicology, or a closely related field. (An otherwise qualified applicant whose degree is in a field other than natural science, criminalistics, or a closely related field, but who has taken extensive course work in biology and/or chemistry and has numerous years of experience, may meet the educational requirements and will be evaluated on a case-by-case basis.) Currently or previously certified to issue certificates of analysis/calibration and provide court testimony as an expert witness in at least one FS discipline of this program in accordance with DFS standards. Have a proven record as a manager responsible for staff in a scientific laboratory and the ability to develop and deliver training and protocols for a forensic science program on a statewide basis. Ability to work with the agency’s customers, constituents and stakeholders at a high level, including working with and representing the agency to groups such as boards, committees, and the legislature. Must possess a driver’s license or have other means of reliable transportation and pass a background investigation. Preferred Qualifications: Graduate degree with specific coursework in natural science, forensic science, or related scientific area.
