Help with head stamp identification

Is anyone familiar with the head stamp on this 308 Winchester case. The date 1982 and the caliber are clear but I am unfamiliar with the opposing circles or zeros. This is a Berdan primed case. Thanks all.

It appears that it is S&B military surplus ammunition. Here is a place that has it for sale with some good pics:
