 Firearm &Toolmark Examiner/Laboratory Management Mentor
 
Location: Ministry of Interior (MoI) Herat and Kabul, Afghanistan
(Will train at one location and relocate to train at the other one)
Billeting Location:secure compound, secure transportation, and secure work location
Clearance Requirement: Secret
Contract Status: Proposed
Estimated Start Date: 1 September, 2013

Responsibilities include, but are not limited to, the following:
Provide advisory support by assisting with side-by-side comparisons of recovered firearms evidence. 
Utilize
Proficiency in tool mark examinations to assist and advise in the analysis of non-weapon related impression evidence; the results used to assist in tracing common origins. 
Utilize experience to assist the MoI Firearms/Toolmark Examiners in the development practical exercises (conduct microscopic comparisons, dry and live fire testing, etc.), lectures and discussions to enhance their in-house training program.
Review current SOPs, protocols and processes and offer suggestions on more practical methodologies.
Be vigilantly cognizant throughout the mentoring process of the logistical limitations that may follow contract completion while acknowledging the significant skills and experience of the MoI examiners. 
Assist the Lead MoI Firearms/Toolmark Examiner to search for and collect relevant materials from books, magazines, and online research to enhance legacy training materials. 
Demonstrate the value of collecting physical samples including test fired bullets and cartridge cases for visual and practical examinations. Assist MoI examiners with limited experience in the operation of comparison microscope on how to identify the areas on a bullet or cartridge case that would be of value for microscopic identification purposes and in determining general information about the item such as manufacturing information (headstamps, case types, caliber, specific cartridge, bullet type, bullet construction and evaluation of any damage and documenting trace materials found on these items).
Consult on serial number restoration using basic chemical, magnetic and bar code reading techniques.
Ensure proper chemical safety procedures are followed during reagent preparation and the use of personal safety equipment is employed. 
Advise on the value of gunshot distance determination by consulting on the recognition, collection and documentation of residues using microscopic and chemical techniques.
Provide periodic feedback on the progress of the mentorship through the in-country PM to the COR and KO.
Requirements:
Be formally trained in firearms and toolmark examination at a state or federal American Society Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) or ISO 17025 accredited laboratory.
Be members in good standing of the Association of Firearms and Toolmark Examiners (AFTE).
Have a minimum of three (3) years experience working in an accredited laboratory conducting the full range of firearms and toolmark work described above.
Proficient in the use of common firearms examination equipment such as stereoscopes and comparison microscopes; experienced in the use of the Integrated Ballistics Identification System (IBIS) Trax System (allows expended bullets and cartridge casings to be digitally imaged, catalogued and identified).
Successfully pass a discipline specific competency test prior to and annually thereafter during employment with the company
Have intermediate level competency in Microsoft Office Suite programs (Word, Excel, and Outlook).
Be able to work well in a team environment; possess excellent organizational skills.
Must be able to meet the following physical demands:
Government requirements for medical fitness.
Work approximately 12 hours per day, seven days a week for extended periods of time.
Attend pre-deployment training.
Lift 70 lbs. to a working height of 48 inches.
General office and laboratory duties/functions.
Be willing to rotationally deploy to Afghanistan for a minimum of six months to a year.
Either currently possess or be able to obtain a US Secret Clearance and US Passport.
