I have not been successful in finding who the manufacturer is yet. If anyone could help, that would be great.

The only thing I have seen on cartridge collector forums is that it is not Winchester.

We had a big box of these. The brand was American Quality Ammunition.

Thanks Kirk and Zoe. American Quality Ammunition doesn't appear to have their own website to verify that they make cartridges with this headstamp, but I've uploaded it under 'W' with the information you and the Cartridge Collector's forum provided.

An update to this topic -

I have received confirmation that the "W9MM" headstamp brass is manufactured by Armscor in the Philippines. Armscor started a new production facility up in Stevensville/Victor, Montana called Armscor Cartridge Inc. which produces and sells ammunition under the Armscor name. American Quality Ammunition is also out of Victor, MT and they utilize this brass for the ammunition they produce and sell. However, Armscor/ACI also sells this brass as an OEM component brass but only to other manufacturers.
